河北省园林博览会是河北园林行业高水平的博览盛会，也是全省园林系统和花卉、盆景、赏石等方面的行业盛会，是推动承办城市经济社会发展的重要引擎。河北省第八届园林博览会将于2025年在保定举办，以“双城竞秀·全域园博”为办会理念，致力于将本届园博会打造成践行“两山”理论的生态文明窗口、京津冀区域生态活力的样板、人民群众诗意美好生活的典范。通过依托保定四级公园体系和奥运冠军之城优势，推动从“单一建园”迈向“全城园博”，构建“一环、一带、一核、十厅、百园”的万亩“园博城”生态格局。其中，“一核”为重点打造的园博会核心区主展园。

为了更好地助力园博园建设，结合河北省第八届（保定）园林博览会和保定城市发展、生态建设需要，围绕“京雄保一体化发展”“品质生活之城建设”“城市更新与绿色发展”“传承中华园林文化”等项目战略实施要求，特举办国际园林（园博园）设计大赛。本次竞赛旨在以国际视野的专业交流，汇聚创新智慧，探讨风景园林行业高质量发展理念和经验，为本届园博会提供兼具前瞻性、创新性的园博园概念方案设计，为保定市未来园林绿化建设提供示范借鉴，助力保定园博园高品位、高标准、高质量建设，打造一届永不落幕的园林盛会。

通过本次赛事活动,一方面能够进一步落实国家风景园林高质量发展理念，推进“生态园林”“民生园林”“文化园林”和“智慧园林”建设，助力打造山水人城和谐相融的“公园城市”，描绘美丽保定新画卷；另一方面能够更好地践行河北省园林绿化建设要求以及共享绿地建设理念，助力打造民生福祉的绿色园博；同时，进一步实施保定“无煤市、无焦市、无钢市”的发展思路，打造具有河北特色的低碳园博会，并借助赛事影响向外界展示保定城市文化精髓，带动城市形象全面提升。

Through this event, on the one hand, it can further implement the concept of high-quality development of national landscape garden, promote the construction of "ecological garden", "livelihood garden", "cultural garden" and "intelligent garden", and help build a "park city" with the harmony of landscape, people and city. According to the "Hebei Provincial Garden Expo Bidding Measures" issued by the General Office of the Provincial Government, with reference to the theme content and form of the previous Provincial Garden Expo, the participants need to consider the theme of the competition program. The theme must be in line with the eighth provincial garden exposition ideas and overall requirements, and with the Baoding city development goals, park city construction and development direction is consistent, fully reflecting the characteristics of Baoding. The following three themes are provided for reference:

(1) Blue and green blend, quality assurance

根据省政府办公厅印发的《河北省园林博览会申办办法》要求，参照历届省园博会主题内容与形式，参赛方需统筹考虑竞赛方案园博主题。主题须符合省第八届园博会办会思路及总体要求，并与保定城市发展目标、公园城市建设发展方向相一致，充分体现保定特色。现提供以下三个园博会主题供参赛方参考：

（1）蓝绿交融，品质保定
    “蓝”代表水系，“绿”代表绿地。2022年，全长42公里、穿3区7乡17村的亲水绿道环城水系景观带更新了20余万人的生活圈，蓝绿空间的有机交融成为保定市践行“公园城市”的生动诠释。本届园博会核心展区依托环城水系进行建设，建成后必将成为保定市绿色新地标，为环城水系这条“翡翠项链”嵌入“璀璨明珠”。“蓝绿交融，品质保定”描绘了保定绿色发展的美好愿景，展现了保定打造“京津冀世界级城市群中的现代化品质生活之城”的奋斗目标。

（2）双城竞秀，动感保定
    “双城”指雄安和保定，服务保障雄安新区是保定市深入贯彻落实党的二十大精神和省委提出的“努力在推进京津冀协同发展上走在前列”要求的重要任务，更是保定市必须扛起的政治任务和义不容辞的使命担当。保定被誉为“体育之城、冠军摇篮”。近年来，我市坚持人民至上，不断解放思想、奋发进取，在现代化品质生活之城建设中绽放了“新颜值”、跑出了“加速度”。省第八届园博会核心主展区位于竞秀区文体新城片区，“双城竞秀，动感保定”既体现了保定的城市活力，又是保定城市更新跑出“加速度”的形象体现。

（3）绿美保定，魅力之城
    多年来，保定市深入贯彻习近平生态文明思想，坚持以人民为中心，践行“公园城市”理念，公园城市规划现已绘就蓝图，四级公园体系初步显现。举办省第八届园博会是保定市公园城市建设搭框架、现雏形的有利契机，将为实现城园融合的绿美保定奠定坚实基础。通过打造“绿美保定，魅力之城”，将展现高品质、有韧性、现代化新保定的别样魅力与风采。

河北省第八届（保定）园林博览会核心区位于保定市中心城区西部的城市体育中心区域内，规划总面积2509亩，包括场馆区670亩、休闲服务区300亩、主展区1010亩、特色展区193亩、县区展园区336亩。其中场馆区、休闲服务区、特色展区已有确定方案，特色展区已完成建设，不在本次方案设计范围内，但竞赛方案需结合已有方案进行统筹考虑和衔接利用。

设计红线范围面积1346亩，包含主展区和县区展园区。

设计研究范围面积1163亩，包含场馆区、休闲服务区和特色展区。

场馆区：西至西二环、东至西湖北大街（规划路）、南至七一西路、北至新城北路（规划路），占地面积670亩。本着顺应城市的发展，避免绿化景观重复建设的原则，场馆区会时作为园博核心区主场馆及展馆使用，会后作为体育场馆使用。

休闲服务区：西至西湖北大街（规划路）、东至主展区，南邻七一西路，北邻一亩泉河，包括南北两个部分，分别占地147亩、153亩，共计300亩。休闲服务区会时作为园博核心区休闲服务区，会后为“华侨城未来创想城”。

主展区：西至西湖北大街（规划路）、东至环提河、南至七一西路、北至盛兴西路（规划路），占地1010亩。主展区包括保定主展园、城市展园区、大师展园区、公共游览区。保定主展园面积控制在10000㎡之内；城市展园区内布置河北省地市园12个，每个展园面积控制在4000~6000㎡之间；大师展园区内布置大师园5个，每个展园面积控制在4000~6000㎡之间，参赛方需进行展园布局规划设计，其中保定主展园与大师园（5选1）需进行概念方案设计。保定主展园方案应充分展现地域特色与城市形象，弘扬保定历史文化，与周边空间环境和谐相融，体现地域性、文化性、时代性的和谐统一；大师园设计主题应与园博会主题相契合，设计方案应独具特色，体现国际水准，充分展示人文与自然和谐共生的理念。公共游览区方案应合理布局园路、场地、绿地、公共设施、服务配套建筑、景观小品等景观要素，满足交通、集散、休憩、游赏、文化展示、科普教育等多元化功能。同时，主展区内设置内湖，水系采用河湖分离形式，内湖水域面积不可小于12.4公顷，且长宽不可小于620m×200m，需具备举办浆板、龙舟、皮划艇及滑水等水上运动及赛事的功能。一亩泉河，设计河底宽30m，河道设计需遵循《保定市城市防洪规划总报告》，一亩泉河与内湖有两处联通，联通处需设有闸坝进行流量控制。环堤河已建成。场地内高压走廊将进行迁移，本次方案可不考虑不利影响。

特色展区：西至西堤路、南至七一西路，占地约193亩。会时布置为特色展园，会后为极限公园，结合周边城市环城水系与马拉松赛道统筹考虑。

县区展园区：西至西堤路、北至七一西路，占地约336亩，包括北区165亩、南区43亩及水系面积128亩。区内布置保定下辖的县区展园22个，每个展园面积控制在500~1000㎡之间。

总体空间布局上，规划设计需统筹考虑各区空间布局关系，进行总体规划设计，加强区域之间的空间联系，保证区域之间的交通连续性。同时，根据各个区域的不同功能需求与空间特色，营造既凸显各区特色、又整体和谐统一的园博园风貌。

Venue area: It covers an area of 670 acres from the West Second Ring Road in the west to Xihu Bei Avenue (planning road) in the east, from Qiyi West Road in the south to Xincheng North Road (planning road) in the north. In line with the principle of conforming to the development of the city and avoiding the duplication of green landscape construction, the venue area will be used as the main venue and pavilion of the core area of the Park Expo at the time of the meeting, and as a sports venue after the meeting.

Leisure service area: West to Xihu Bei Avenue (planning road), east to the main exhibition area, south adjacent to Qiyi West Road, north adjacent to the Yimuquan River, including the north and south two parts, respectively, covers an area of 147 acres, 153 acres, a total of 300 acres. The leisure service area will be used as the core leisure service area of the Park Expo during the meeting, and will be the "Future Creative City of OCT" after the meeting.

Main exhibition area: It covers an area of 1,010 acres from Xihubei Street (planning road) in the west to Huanti River in the east, from Qiyi West Road in the south to Shengxing West Road (planning road) in the north. The main exhibition area includes the main exhibition park in Baoding, the city exhibition park, the master exhibition park and the public tour area. The area of Baoding Main Exhibition Park is controlled within 10,000 square meters; 12 city gardens of Hebei Province are arranged in the City Exhibition Park, and the area of each garden is controlled between 4,000-6,000 square meters; 5 master gardens are arranged in the Master Exhibition Park, and the area of each garden is controlled between 4,000-6,000 square meters, and the contestants are required to carry out the planning and design of the exhibition garden layout, among which the main exhibition garden of Baoding and the master gardens (5 choose 1) are required to conduct Conceptual program design. The main exhibition garden in Baoding should fully display the regional characteristics and city image, promote the history and culture of Baoding, harmonize with the surrounding spatial environment, and embody the harmony and unity of regional, cultural and contemporary; the design theme of the Master Garden should be in line with the theme of the Expo, and the design should be unique, reflecting the international standard, and fully demonstrate the concept of the harmony of humanities and natural symbiosis. The program of the public tour area shall reasonably layout the landscape elements such as garden road, site, green space, public facilities, service supporting buildings, landscape vignettes, etc., to meet the diversified functions such as transportation, distribution, rest, tour and appreciation, cultural display, popularization of science and education, etc. At the same time, the main exhibition area shall be equipped with an inner garden, and the master garden shall be designed with the theme of the Fair. At the same time, the main exhibition area is set up within the lake, the water system adopts the form of river and lake separation, the water area of the lake shall not be less than 12.4 hectares, and the length and width of the lake shall not be less than 620m×200m, and it needs to be equipped with the function of organizing water sports and events, such as pulp boarding, dragon boating, canoeing, kayaking, and water-skiing. Yimuquan River, the design of the river bottom width of 30m, the river design needs to follow the "Baoding City Urban Flood Control Planning General Report", Yimuquan River and the inner lake has two links, the link needs to be equipped with gates and dams for flow control. The ring dike river has been completed. The high voltage corridor within the site will be relocated, and this program may not consider the adverse effects.

Featured exhibition area: West to Xidi Road, south to West Chiyi Road, covers an area of about 193 acres. It will be laid out as a special exhibition garden during the meeting and an extreme park after the meeting, and will be considered in conjunction with the surrounding urban ring water system and the marathon course.

County Exhibition Park: West to Xidi Road, north to Qiyi West Road, covers an area of about 336 acres, including 165 acres in the north area, 43 acres in the south area and 128 acres of water system area. There are 22 exhibition gardens for counties and districts under the jurisdiction of Baoding, and the area of each exhibition garden is controlled between 500~1000 square meters.

In terms of overall spatial layout, the planning and design should take into account the spatial layout relationship of each area, carry out overall planning and design, strengthen the spatial connection between areas, and ensure the continuity of transportation between areas. At the same time, according to the different functional needs and spatial characteristics of each area, to create not only highlight the characteristics of each area, but also the overall harmony and unity of the Garden Expo Park style.

1、总体布局与功能定位：充分协调场馆区、休闲服务区已有规划设计，同时对接利用已建成的极限运动公园，统筹考虑功能需求，完善详细的园博园规划设计总平面图、鸟瞰效果图等。同时，总体平面需能反映出各区域功能关系，对各类展园布局有明确的布局落位，并考虑展园之间的衔接。同时，合理布局公共游览区，满足会时交通、集散、休憩、游赏、文化展示、科普教育等多元化功能需求，并对会后的可持续利用进行统筹考虑。

2、景观绿化设计：合理进行绿化景观设计，从植物群落布置、色彩搭配、季相变化及空间意境的角度对景观植物进行明确规划设计，保持地域景观特色和生物多样性。同时，须注重适地适树原则，可适当引入已经驯化后的彩叶树种、开花乔灌木等。

3、交通规划设计：整体上要考虑优化区域交通组织及园区内部交通层次，明确出入口设置，并考虑交通量需求配套合理数量的停车场。合理组织区内交通流线、慢行系统（绿道系统），增强各个地块间交通联系，强调游线的多样性、立体性、观赏性。结合道路交通，合理布置服务设施，如简餐售卖、厕所、休息亭廊、电瓶车候车站等。

4、保定主展园概念设计：保定主展园作为主展区核心展园之一，其布局位置需结合整体规划做统筹考虑，展园面积控制在10000㎡之内。展园设计需充分展现地域特色与城市形象，弘扬保定历史文化，聚焦保定未来发展。

5、大师园概念设计：大师园共计5个，展园布局需结合整体规划统筹考虑，展园面积控制在4000~6000㎡。参赛方需选择一个大师园进行概念方案设计。大师园设计主题应与园博会主题相契合，设计方案应创新，独具特色，低碳节约，体现国际水准，充分展示人文与自然和谐共生的理念。

6、水系设计：在构建绿色、可持续生态系统的基础上，营建丰富的滨水空间，打造特色水景观。通过融入海绵理念，提高生物多样性和水环境容量，以景观需求为目标，开发创新性设计，整合水资源管理，建立稳定的水生态系统。同时，设计需考虑与水上运动功能的衔接，如观众席位设置、集散空间等；与河道水利设施的衔接，河湖分离需考虑水闸口的设置，控制水位等。

7、竖向设计：满足区域内整体竖向设计要求同时充分利用地形，体现场地的个性与特色，丰富景观层次，通过等高线等方式反映场地竖向关系。

8、其他专项设计：规划设计方案中还应统筹考虑夜景照明、建筑、桥梁、游线、海绵、智慧等相关专项设计内容。

9、园区会时、会后运营：对园博园会时、会后营运进行统筹考虑，提出利用策略。

10、成本测算：依据设计方案进行合理造价估算，建安费须控制在3.8亿元人民币内。

1. At the same time, the public touring area should be reasonably laid out to meet the diversified functional needs of transportation, distribution, leisure, appreciation, cultural display, science education, etc., and the sustainable utilization after the event should be considered.

2. Landscape greening design: Reasonable greening landscape design, clear planning and design of landscape plants from the perspective of plant community arrangement, color matching, seasonal changes and spatial mood, to maintain regional landscape characteristics and biodiversity. At the same time, it should pay attention to the principle of appropriate land and appropriate trees, and may appropriately introduce colorful foliage species and flowering trees and shrubs that have been domesticated.

3. Traffic planning and design: On the whole, it should consider optimizing the regional traffic organization and the internal traffic level of the park, make clear the setting of entrances and exits, and consider the demand for supporting a reasonable number of parking lots for the traffic volume. Reasonable organization of traffic flow and slow-moving system (greenway system) in the area, enhancement of traffic links between various plots, emphasizing the diversity, three-dimensionality and ornamental nature of the tour route. Reasonable arrangement of service facilities, such as simple food vending, toilets, resting pavilions, and waiting stations for battery cars, etc., in combination with the road traffic.

4. Conceptual Design of Baoding Main Exhibition Park: As one of the core exhibition parks in the main exhibition area, the layout and location of Baoding Main Exhibition Park should be considered in conjunction with the overall planning, and the area of the exhibition park should be controlled within 10,000 square meters. The design of the exhibition park should fully display the regional characteristics and city image, promote the history and culture of Baoding, and focus on the future development of Baoding.

5. Conceptual design of master gardens: There are 5 master gardens in total, and the layout of the gardens should be considered in conjunction with the overall planning, and the area of the gardens should be controlled at 4,000~6,000 square meters. Participants are required to choose one master garden for conceptual program design. The theme of the master garden design should be compatible with the theme of the Expo, and the design scheme should be innovative, unique, low-carbon and economical, reflecting international standards, and fully demonstrating the concept of harmonious coexistence of humanity and nature.

6. Water system design: On the basis of building a green and sustainable ecosystem, build a rich waterfront space and create a characteristic water landscape. By incorporating sponge concepts, improving biodiversity and water environment capacity, developing innovative designs targeting landscape needs, integrating water resource management, and establishing a stable water ecosystem. At the same time, the design needs to consider the interface with water sports functions, such as spectator seating, staging space, etc.; the interface with the river water conservancy facilities, the separation of rivers and lakes need to consider the setup of sluice gates to control the water level and so on.

7. Vertical design: meet the overall vertical design requirements in the region while making full use of the terrain, reflecting the site's personality and characteristics, enriching the landscape level, and reflecting the site's vertical relationship through the contour line.

8. Other special design: the planning and design program should also take into account night lighting, architecture, bridges, tour lines, sponge, wisdom and other related special design content.

9. Operation of the Park during and after the meeting: To make overall consideration on the operation of the Park during and after the meeting, and to propose utilization strategies.

10. Cost estimation: Reasonable cost estimation based on the design scheme, and the construction and safety cost shall be controlled within RMB 380 million.

2、规划设计应与体育场馆建设相结合，建设具有保定特色、国际品质的生态绿色的园博园核心区，打造城市新地标，带动保定西部城区城市绿色发展。

3、规划设计要充分考虑不同区域间的联通性，同时考虑交通可达性、建设成本与建设可行性。

4、在利用已有场馆的基础上，统筹考虑会时与会后运营策略，注重长远效益和整体效益。

园博园总体规划建设应考虑与带动周边发展，构建生态、体育、商贸等融合发展的新格局，为园博园及周边区域打造人与自然和谐相处的高水平人居环境。努力将河北省第八届园博会打造成生态文明建设的窗口、京津冀区域城市活力的样板、人民群众诗意美好生活的典范。

4. On the basis of utilizing the existing venues, we will consider the operation strategy during and after the conference, focusing on the long-term and overall benefits.

The overall planning and construction of the Garden Expo should take into account and drive the development of the surrounding area, build a new pattern of integrated development of ecology, sports, commerce and trade, etc., and create a high-level living environment for the Garden Expo and the surrounding area where human beings live in harmony with nature. Efforts will be made to the eighth Garden Expo in Hebei Province into a window of ecological civilization construction, the Beijing-Tianjin-Hebei region, the model of urban vitality, the people's poetic example of a better life.

各机构提交正式设计成果后，承办单位组织专家评审团对有效的正式成果进行评审。

本次活动将邀请7位国内外知名专家组成评委会。专家评委在认真研究每个方案及充分讨论比较的基础上，进行评审，评选出：一等奖1名，二等奖1名，三等奖1名。

After the formal design results are submitted by each institution, the organizer shall organize an expert review panel to evaluate the valid formal results.

The event will invite 7 well-known experts from home and abroad to form a jury. Based on careful study of each proposal and full discussion and comparison, the expert jury will evaluate and select: 1 first prize, 1 second prize and 1 third prize.

1、方案征集中接收的所有有效的应征/参赛团队设计方案(原件)均不退回。

2、所有参赛作品的知识产权归主办方所有。主办方有权对参赛作品进行印刷、出版和展览，可通过专业杂志、书刊等传播媒介，或其他形式展示、宣传应征设计成果。在本项目的实际应用阶段，主办方可以全部或部分使用所有参赛作品的设计成果、设计文件，也可对其进行综合调整。应征设计机构对应征方案享有署名权，经主办方书面许可后才可展示其应征作品(按国家有关规定满足保密要求)。除应征人参赛作品的设计标准、设计导则和绘图元素以外，应征人不得将主办方在后续实施阶段采用的应征方案用于其他的设计项目。

3、应征设计机构准备或提交的全部设计文件在中国境内及境外均不得侵犯任何其他人的知识产权(包括但不限于著作权、专利权)或专有技术或商业秘密。如果应征设计机构的设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应自行获得相应权利人的合法、有效、充分的授权。应征设计机构因侵犯他人知识产权或专有技术或商业秘密所引起的全部责任由应征设计机构自行承担，并赔偿由此给大赛组织各方所造成的全部经济损失。

4、大赛结果正式公布前，所有参赛申请人及相关人员，未经主办方及承办方同意，不得以任何方式披露、公开展示其参赛成果及任何竞赛相关的信息和资料，否则将被依法追究相应责任，并取消其本次竞赛的参赛、获奖资格，并赔偿相应经济损失。

1.All valid design proposals (originals) of respondents/participating teams received in the Call for Proposals will not be returned.

2. The intellectual property rights of all entries belong to the organizer. The organizer has the right to print, publish and exhibit the entries, and may display and publicize the results of the invited designs through communication media such as professional magazines and books, or other forms. In the practical application stage of this project, the organizer may use all or part of the design results and design documents of all the entries, or may make comprehensive adjustments to them. The conscripted design institutions shall have the right of authorship for the conscripted program and may display their conscripted works only after written permission from the Organizer (to meet the confidentiality requirements according to relevant state regulations). Except for the design standards, design guidelines and drawing elements of the respondent's entry, the respondent shall not use the respondent's proposal adopted by the Organizer in the subsequent implementation stage for other design projects.

3. All design documents prepared or submitted by the applicant design organization shall not infringe any other person's intellectual property rights (including but not limited to copyrights, patents) or know-how or trade secrets, both within and outside China. If the design document of a design institute uses or contains any other person's intellectual property rights or proprietary technology or trade secrets, it shall obtain legal, effective and sufficient authorization from the corresponding right holder. The design agency shall bear all the responsibilities arising from the infringement of other people's intellectual property rights or proprietary technology or trade secrets, and compensate for all the economic losses caused to the parties of the competition organization as a result of such infringement.

4. Before the official announcement of the results of the competition, all applicants and related personnel shall not disclose or publicly display their participation results and any information and materials related to the competition in any way without the consent of the organizer and the contractor, or else they will be held liable according to the law and be disqualified from participating in the competition and winning the award, and be compensated for the corresponding economic losses.
